Salary Range: GS7-GS9 2023 RUS $46,696 – $67,231

JOB SUMMARY:

Under limited direction the Career Development Coordinator is responsible for provision of employment and education preparation services, including the planning, implementation and operation of a comprehensive Career Development Program within the North Fork Tribal TANF (NFRTT) program. This program will provide necessary information and referrals of services, cost-effective collaboration with education programs, and other career related services and projects that promote self sufficiency through adequate employment and education. The position will develop, maintain and outreach to develop a successful On-The-Job Training (OJT) program for both urban and rural Native American people in the service area. A thorough and up-to-date knowledge of job creation/development is necessary. This position has general responsibility to coordinate the development and operation of a Career Development Program serving NFRTT clients. Excellent oral and writing skills, especially in presentations are required and will be necessary when networking with appropriate agencies. Employees in this classification must be self-starters. Creativity in obtaining community employment jobsites is essential. This job has no supervisory responsibility. The person appointed to the Career Development Coordinator classification is an “at-will” employee.

ESSENTIAL JOB FUNCTIONS:

  • Serve as the employment and education contact within the NFRTT service areas with regard to potential employers, internship programs, training programs, volunteer placement programs and on-the-job training sites and network with community job placement programs such as Employment Development Department, Vocational Rehabilitation Department, California Indian Manpower Consortium, etc.
  • Initiate and maintain a network of employers and job placement opportunities that cover the range of skills, employment availability and interests demonstrated by the NFRTT clientele.
  • Will coordinate with the specific NFRTT service area Adult Schools to establish a working relationship so that the NFRTT clients in need may obtain their High School Diploma or GED Certificate.
  • Assist in the assessment of education and employment goals for clients.
  • Perform other duties and responsibilities as assigned.

REQUIRED KNOWLEDGE AND SKILLS:

  • Tribal TANF program, rules and regulations pertaining to employment and education training.
  • Tribal Assistance System (TAS) and other computer programs and applications.
  • Current Labor Market Information (LMI) and other employment related data.
  • Resume writing, interviewing skills, job search and job placement, career pathways, on the job training and paid/unpaid work experience programs, including youth work experience.
  • Career assessment tools, inventories and career decision making tools.
  • Computer aided job search tools.
  • Financial aid resources.
  • Life skills and employment skills.
  • Treatment of confidential information.

Ability to:

  • Analyze, interpret, and understand a variety of Tribal TANF and employment services rules, policies, regulations, and procedures.
  • Elicit factual information from the prospective and current NFRTT clients.
  • Evaluate and when necessary develop a Responsibility and Service Plan or recommend changes to the NFRTT client’s current plan.
  • Demonstrate accuracy and thoroughness, pay attention to detail and follow all established NFRTT and NFR pertinent policies and procedures.
  • Prepare, clear, concise and accurate reports, forms plans and agreements.
  • Gain the ability to use and accurately enter data into an automated computer database system (Eaglesun TAS).
  • Read, understand and follow complex rules, regulations, policies and memos.
  • Identify and evaluate needs and barriers to employment and develop an employability plan.
  • Prioritize and plan effective work activities. Develop realistic action plans and include the appropriate people in the decision making process.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain cooperative working relationships with employers, outside providers, NFRTT staff, Tribal community and NFRTT clientele.
  • Adapt easily to changes in the work place and unexpected events that may require immediate action or delay.
  • Effectively represent the Tribe’s programs in contacts with the public, community organizations, and other government agencies.
  • Possession of a valid and current California Driver’s License, proof of a DMV printout and a demonstrated ability to be insured under the Tribal Governments insurance coverage.
  • The incumbent must successfully pass a pre-employment drug screening and a criminal background investigation.
  • The individual must have the ability to work with people from diverse cultures, ethnic and socio-economic backgrounds with knowledge of Native communities and possess sensitivity to Native needs
  • Confidentiality: Incumbent must be able to respect and adhere to the most rigid and strict rules of employer/tribal member/public citizen practice of confidentiality. Violation of this major employment requirement could lead to immediate dismissal.

EDUCATION AND EXPERIENCE: Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: An Associate’s Degree in education, business, psychology, social services, human services or related field and three (3) years of work experience in project and activity coordination, counseling, education, or coordinating employment and job search activities; or a combination of education and experience. OR A High School Diploma, GED Equivalency or California High School Proficiency with four (4) years directly related work experience. Excellent written and oral communications required. Knowledge of modern office practices, methods, procedures and use of Microsoft Office software. Must be able to prioritize and handle multiple tasks.

ENVIRONMENTAL CONDITIONS AND PHYSICAL REQUIREMENTS: Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; corrected hearing and vision to normal range; verbal communication; use of office equipment including computers, telephones, calculators, copiers, and FAX. Work is performed in an office; continuous contact with staff and the public.
